Lagos Public Procurement Agency at the forefront of reform: Driving innovation, transparency and efficiency – Agoro

The Lagos State Public Procurement Agency (PPA) proudly aligns with the wave of progressive reforms sweeping through the Lagos State Public Service under the distinguished leadership of the Sanwo-Olu’s administration.

The Head of Service, Mr Bode Agoro, who stated this during the 2025 Ministerial Press Briefing, held as part of activities commemorating the sixth year of Governor Babajide Sanwo-Olu’s administration, brought to light the profound transformation redefining public service delivery across the state.

Agoro maintained that the Public Procurement Agency, PPA, saddled with the responsibility of ensuring transparency, competiteness, accountability and due process in public procurement in the state, is a pivotal part of the present administration in the state.

The Head of Service further stated that under the period under review, the Lagos State Public Service has embraced innovation, strengthened staff welfare, and deepened digital transformation, with the Procurement Agency championing transparency and efficiency in public financial management.

In line with Governor Sanwo-Olu’s vision for a digitally driven public service, the Procurement Agency has significantly advanced the deployment of e-Government systems. In 2024 alone, 19 new Ministries, Departments, and Agencies (MDAs) were successfully onboarded onto the Agency’s e-procurement platform, bringing the total number of digitally compliant MDAs to 159.

This milestone reflects the state’s unrelenting commitment to transparent, competitive, and accountable procurement processes. By enhancing accessibility, auditability, and oversight, Lagos is setting a benchmark for procurement reform not only in Nigeria but across Africa.

The Lagos State Procurement Agency’s leadership in fostering transparency and good governance has not gone unnoticed. The World Bank and other development partners have lauded the state’s strides in institutional reforms, noting the Public Procurement Agency’s achievements as a model of digital accountability and innovation in public sector procurement.

As part of broader institutional reforms led by the Office of Transformation, Creativity and Innovation (OTCI), the Agency has actively participated in mandate mapping, structural review, and compliance monitoring efforts. These initiatives have contributed to the impressive 85% compliance rate recorded across key MDAs, underscoring a strengthened culture of due process and value-for-money expenditure in government procurement.

In alignment with the state’s renewed emphasis on staff welfare and professional growth, the Procurement Agency continues to invest in capacity building for its personnel. Staff members have benefited from flexible work arrangements, professional training, and improved working conditions, echoing the Head of Service’s commitment to a motivated and productive workforce.

As Lagos continues to chart new territory in digital governance and public sector reform, the Procurement Agency reaffirms its dedication to sustaining the highest standards of procurement practice.
